Unfortunately it has the worst installer of any blog authoring tool. You need to use the Windows Live installer pack and have Windows Update switched on - a no-no in a lot of enterprise standard desktops. There is a secret standalone install that is simple and effective but not widely available as Microsoft are trying to push people towards the full Live installer to encourage extra Live products.
